Integrated Annual Report - 2025-26

Shift public sector culture

Shifting public sector culture remains a longterm structural reform priority, focused on strengthening accountability, transparency, institutional integrity and audit outcomes, ultimately contributing to improved service delivery and enhanced quality of life for citizens. Hosting the SAI20 summit was a pivotal event with heads of SAIs from G20 countries aligning on global priorities and collaboration in public sector governance

Insight

Our best chance of success relies on our ability to provide clear and actionable audit insight. Our insight must drive actions that affect the way the public sector works. The Special Water Sector Report assesses the responsibilities of key institutions, gaps in execution and priorities to reverse trends and prevent further decline in the sector's service delivery risks.

Influence

Move stakeholders from mere awareness of our messaging to action and advocacy of our messages. During the audits, our teams engage with both clients and stakeholders, which gives us an opportunity to influence both. Hosting the SAI20 was a pivotal event with heads of SAIs from G20 countries aligning on global priorities and collaboration in public sector governance.

Enforcement

We enforce material irregularities through recommendations, referrals, and remedial action. The aim is not only to recover money or assets, but to prevent losses, improve internal controls and change public sector culture. In a defining moment for our material irregularities process, we issued the first certificate of debt to hold a municipal manager accountable for overpayments of R4,6 million.

Sustainably

Resources (capitals) used to deliver our mandate are integral to our operational and strategic success. Their availability, quality and affordability could affect our long term sustainability. We successfully maintained a BBBEE level 1 status for the seventh consecutive year, and was certified a top employer for two consecutive years, testament to the organisation’s commitment to creating a workplace where people thrive, grow d-flex align-items-center and feel valued.

Efficiently

We recognise the need to acquire technologies that markedly improve efficiencies and save on the cost and effort of doing business. The bigger picture in driving digital transformation is to improve our business and audit efficiencies to be sustainable. We piloted the audit software programme (ASP) in both the MFMA and PFMA cycles.
